One officer suffered a leg injury after a firecracker was thrown, while cobblestones and sticks were also hurled at police during the protest.
Officers used shields to block demonstrators who charged them in an attempt to reach a building where prime minister Matteo Renzi was attending talks.
Those involved in the clashes were among a larger group of anti-government protesters who marched while Mr Renzi was in the city.
The demonstration was held to show opposition to a constitutional referendum called by Mr Renzi on December 4.
The prime minister claimed the changes are important reforms, but opponents fear they will lead to an excessive centralisation of power in Italy.
